Foreign guests do not even pay tax In Peru so there is no need to charge $30 a night for an extra person.
From my stays in that general area, I recall a fair amount of "night guests", so perhaps the extra person charge is related to that. (Similar to the downtown SJO area)
I do dislike that IHG automatically defaults to one occupant. However it's something I always check for now.
