Sounds like some problems are of your own making. Hotel booked transportation is often a ripoff. The occupancy thing has been around for a bit. Always double check before hitting book.

The occupancy thing I've never experienced in any other hotel in Peru or any other country but Germany. Why would you book a twin room for 1 person? I understand for 3 or 4 of it they were giving a breakfast...
Foreign guests do not even pay tax In Peru so there is no need to charge $30 a night for an extra person.
