Seems to me that a SIM wouldn't be needed for the CDMA functions, so you'd have to get a SIM from Verizon (you can bet it will be SIM-locked to some Verizon-affiliated GSM partner) before you can use the phone overseas. Then you'd need to register call forwarding from the CDMA side to the SIM side (different network interface, different number?)...
For a domestic GSM carrier, the most it takes is a phone call to activate worldwide roaming and you're done.
