The first incident I can recall was a misc daily charge at ORD. Your outrage is coming nearly three decades late.
If you checked National LGA and Avis LGA you would likely find significant equivalence.
As such, this isn't a National problem, it's OMNI. There's a forum for that.
I've posted this as a reference, not a rant against national. While it may be uninteresting to you, the difference in rental costs because of fees between STL and MCI equaled the total cost of my flight. Knowing this information would have saved me $300 by flying into St. Louis instead.
