Unfortunately, this is not a UA issue as it is under TSA control. Under TSA rules, they can cut of locks and do so frequently (my last trip with friends, 50% of our locks were cut). They are supposed to put in a note but do not always do so. There is a new TSA approved lock available now for which the TSA has a master key so they can unlock it and relock it without damaging anything. The lock will also show if it has been open. Go to any luggage store and ask for the TSA approved combination lock. Several manufacturers make it. I have used it for several months now and it seems to work. At least it keeps the possible casual thief out.
