That is the correct approach. What @Yuropflyer is suggesting is way too convoluted and time-wasting, and likely more expensive. Moreover, if you hold a USA passport (which I'll guess you do judging by your profile location), you CANNOT do a multiple-stop transit in China if Xi'an is one of the stops. Whether anybody would catch this from TIMATIC is debatable, but they might. So might Chinese Exit Immigration at Shanghai. So HKG/BKK-XIY-PVG-FUK is not permissible for you anyway, and best not to test this particular routing.
