Unhappy luggage pilfered at SFO; UA at fault

Checked in at SFOI Int'l, arrived at Changi minus a digital camera. I could tell that the hardcase had been opened, yet there was no courtesy slip from Security.

Per the C of C, this is tough beans for me, but...

Most international airports offer baggage X-ray or inspection before check-in so that you may then lock your luggage. Some international gateways in the USA (e.g. Seattle) also provide this sensible and needed arrangement.

If United, in concert with SFO Operations, declines to provide its customers the ability to lock their bags, and then does not provide adequate security to prevent pilferage, shouldn't they be liable for everyday items that might reasonably be placed in checked bags? I refer to pocket cameras as an example, not to diamond tiaras.

- Is there really some good reason UA cannot acommodate travelers who prefer to lock their bags?
- What methods are others using to protect their belongings? Anyone putting on giant tie-wraps? How do you remove it upon arrival when you are not allowed to carry scissors or snips?
- Anyone got the name and mailing address for the UA Ops manager at SFO? This will be an ongoing issue for me and I hope to bring some attention to it.
