Actually it seems it's not simply "agents being uncooperative," more like company policy.

And people complain about AC... I recently flew AC, connecting on a separate ticket to China Eastern. No problem. Later this month, AC to BA, also separate tickets, although I may keep my bag as carryon, not sure yet.
