Maybe there's a fair number of people booking J seats for the flexibility and then cancelling for a refund, and they don't want to sell a seat they think will eventually go unsold, and so they'd rather sell at a lower price but with a non-refundable condition? I wouldn't have thought that, but I can't think of any other reason why they wouldn't want to sell the most expensive fare bucket they have.
