The question is not about charging but about whether they'll check through. (I recently did this between AC and a Sky Team airline. although admittedly getting access to SE check in may have helped- it took the agent a bit of work to make it happen).
If the first flight were on AC and the second on a Oneworld, AC would check through. But it appears TAM or LATAM may not:
