On the same issue, I had purchased a zero excess insurance with an outside company. I initiated a claim with the said company, and gave them the excess receipt (GBP750), as well as the repair estimate. They are only refunding me the repair costs of ~GBP200, leaving me with a net loss of about GBP500.

In such a case, who do I approach to claim the difference back? Is it the rental company (will they refund the remaining money?)?
The rental company must refund the difference between the cost of having the car repaired ( ask them to send you a receipt) and the amount you paid. They cannot legally pocket the difference.

You may need to get a bit pushy with them, though. Persistence will pay.
