My (sole) experience on Air China was that I was able to call and secure seat assignments, but when we got to the day of departure, Air China changed them to whatever they wanted anyway. And we had 3 F seats out of 8 in the F cabin, so it was quite obvious they'd put us where they wanted us to be.
