If there are 3 open seats in J and Y is oversold by 1, then Y is oversold but the flight is not.

If there are 3 open seats in J and Y is oversold by 4, then the flight is oversold.

It comes down to not wanting to accept a $75 fee at the expense of IDBing someone.
