Can I book the second two in standard and waitlist them in saver for the same flight?
Yes

The downside of doing this is that if I even up needing to cancel everything, then I have to pay $30 more in redeposit fees.
Yes. You can call KF services and tell them you already hold 2 confirmed seats in Business on the same flight and ask them to send a chaser for you. It may or may not work. Must you fly on that particular date? If you are flexible on dates, u may want to ask the agent on the line to find a date with 4 Savers available (rare, but has been done before).
$30 is nothing compared to the few thousand you will spend if you have to pay for these seats.
