I bet you could sell first class Singapore Airlines tickets for a dollar each and they would be "popular". The airline would lose money though.
"Popular" is not the same as "making money" ("We're losing money on each sale but we make up for it on volume!"). The fact that you were easily able to find coach award redemptions on the route indicates that "popular" might well have meant "people buying cheap airfare that is well below market price".
