They legally have to if the flight is canceled do to carrier fault. I'm guessing DAL is guessing the fine for violating the law will be less than the cost of the hotels. Start arresting executives for this type of thing and I'm sure it will change quickly.

Agreed, though I wonder what time the recovery flights are scheduled for? And how quickly they can procure a large number of buses?
You could even just given tickets for the NEX or the Skyliner.
