Sounds like the Yellow Card that used to be mentioned in Highlife: final warning before police (etc) get involved, or offloading where feasible. I've never seen it used, not that I go out of my way to track this, but my understanding is that the main reason is to stop someone having - or more usually demanding - more alcohol. The iPad probably has the relevant script on it, but that's just a mechanism, if there wasn't a working iPad to hand there is a physical card in the ring binder equivalent.
