To me, the only sensible interpretation is that the last two bullet points relate to the <3h refund. Otherwise, the previous provisions re. cancellation fees for >24h and 24h<t<3h is rendered superfluous.

Not to mention that it is fairly inconceivable that an FFP gives no refund for redemption tickets under any circumstances!
