Re: the Grosvenor House. If you take focus on business clients and perhaps the overall size into account, perhaps GH does not fit the definition of this forum of "true luxury". But IMHO that also goes for the Park Hyatt and Raffles and when you compare these properties to GH, GH wins hands down.
I have visited many properties in Dubai and GH still stands out in every way. The attention for detail and the services are truly amazing for a property of this size.
I have been to O&O (both the Palm and RM R&S) and was a bit disappointed. These are obviously nice resorts and compared to GH, truly beach resorts, although highly overrated IMHO. GH delivers a better service in the end for at least half the price.
In case of GH, make sure to book Tower 2. Tower 1 is still very good but the rooms and concierge services (use Level 5) at 2 are slightly better. And don't forget you will have beach access at the Royal Méridien. IMHO Royal Méridien is not up to par with GH but the beach/pool area has improved a lot over the past months (renovations).
If you are an SPG Plat you could consider a cheaper room in Tower 1. 99% chances to get an upgrade to a suite although most likely a suite in Tower 1 but you will have access to Level 5 and the dedicated services anyway.
