I first noticed basic toiletry replacements being sold in Hyatts when the Minneapolis downtown HP (former Embassy Suites, at about 2nd Avenue and 10th Street) opened a couple years ago. They had a basket of stuff with price tags between the front desk and the bar. AFAIK other older HPs have continued to place a list of free replacement stuff in the room, but it isn't as extensive as the list in full service properties.

For a comparison with Starwood, aloft has always had the toiletry and other (sex) kits on display in glass cases in the lobby (on the way to elevators) and these are not free either. FourPoints seem to provide a limited list of forgotten stuff for free, with higher tier brands having a more extensive set of choices, although in W, a lot is not free (and is in the minibar).

Outside of the USA, it seems to vary by country, with Holland seeming to charge a lot for everything in chain and local hotels. In China, local hotels put a price tag on everything, including very basic toiletries in the bathroom, but there's also underwear that can be purchased from the minibar.
