Does the UK have access to NCIC (National Crime Information Centre) database or anything such as that?
Or does the UK Passport Control ask one entering for a few day visit or who is transiting if they have a criminal record (no visa necessary for a Canadian passport)?

For those free Americans and Canadians seeking admission to the UK without a visa, even an extensive criminal history does not generally result in being denied travel/entry to the UK. There are some exceptions (i.e. relatively higher profiles in terms of subjects or crimes or both), but the question of criminal history is very rarely asked of no-visa US or Canadian citizens at LHR border control; and denial of entry for criminal history of such US or Canadian persons is rather rare.
