I had a severely mentally handicapped sibling myself, but I think this is much ado about nothing.

If your brother is higher functioning, it's likely the FA didn't even realize he has special needs, since you didn't inform the airline.

So, at worst, you got some unnecessary attitude from the FA, which isn't worth reporting, IMO.
