The rules posted by the OP are "OFFICIAL CREDIT CARD OR TRAVEL ORDERS REQUIRED AT CHECK-IN"

So you don't have to have the government CC (as you point out, many gov travelers don't). Instead you can provide printed orders (which is a bit absurd too since I haven't traveled with actual printed orders in over a decade).
