While it does make sense it is a method of verification, as a requirement it does not make sense.
It reminds me the very lengthy discussion I had with one hotel in the past that required the payment to be with a Gov. credit card to get the Gov. rate.
The rules posted by the OP are "OFFICIAL CREDIT CARD
OR TRAVEL ORDERS REQUIRED AT CHECK-IN"
So you don't have to have the government CC (as you point out, many gov travelers don't). Instead you can provide printed orders (which is a bit absurd too since I haven't traveled with actual printed orders in over a decade).
