The restriction of needing to use the official credit card or show orders is reasonably common when dealing with high demand areas, special events, holidays, resort properties etc., so nothing surprising here.
Though the requirement to show Gov. credit card is still surprising, as not all government's travelers have a Gov. credit card. The card is required only for those who travel frequently.
While it does make sense it is a method of verification, as a requirement it does not make sense.
It reminds me the very lengthy discussion I had with one hotel in the past that required the payment to be with a Gov. credit card to get the Gov. rate.
