It all depends on whether "the view" is more important than the meal.
Latitude is OK but in my opinion not much better than a sit-down cafeteria ( notice the fact that it is used as a lunch stop for tour groups)
If you are looking for a great meal and cannot get into Jules Verne would suggest you can try any of dozens of great restaurants in the general vicinity to name a few I have dined at: L Auberge Bessane, Au Pied de Fouet, La Fontaine de Mars and the more expensive places like Le Violin de Ingres or Arpage.
( the places I have listed IMHO are all better than Jules Verne, even and in some cases less expensive)
