Does opening a Citigold or Priority account with earn any ThankYou points?

I currently have the Citi Prestige card if that matters (could I get the annual fee lowered if I already have the card?)
From what I've read here, you should. What I don't know is if it is required to link the Card account to your Bank account login or if you can keep the Card account login separate.
