I and most here are not disputing that this can happen. The deal breaker for EC261 is if those delays were extraordinary and unavoidable.

Snow in Helsinki in January isn't extraordinary. If the airline doesn't schedule for deicing in the colder months, this is insufficient planning not force majeure.
BA has twice now given me the weather middle finger due to "rain in London". One has to be an airline not see the comedy value in that one.
