Is it typical? Not in my experience.

I've submitted 2 missing miles requests for partner flights in the past year:
1. Got an acknowledgement of receipt 2 weeks later (!), then nothing; after 30 days I called, and agent promptly posted them
2. Got no response at all; after 30 days, I called, and agent pointed out that the fare code earned nothing*

* Oops. This was one direction of a short MH round trip, where the fare on the other direction did earn.
