Yep. I went to Hoi An and Hue (along with Hanoi) in November a few years ago. Hoi An was one OK day and one day of constant rain and wind and general unpleasantness. Hue was nice though. And Hanoi was quite pleasant that time of year.

Hoi An is pretty touristy though. The old town is a UNESCO site so it's got a lot of tourists.
