Interestingly I've just been wondering the same as the OP, as I'm flying a Dash 8 from Cairns to Hamilton Island as OWE. I've tweeted Qantas who replied that the extra baggage is only for Qantas FFs or Qantas Club members, and so I've only got one bag. I pointed out that the One World website says that I should get the extra bag - they've replied asking for the link as they can't find it on the OW website
