FYI, you can fly from Singapore directly to HCMC, Hanoi and Da Nang. Da Nang will get you to Hoi An. You can also transfer to a domestic flight to take you elsewhere in Vietnam. You could try one of the islands via a domestic flight (ex: Con Dao and Phu Quoc). I can't advise you on the weather though.
