My understanding is that it is still property to property. I've found that some hotels will volunteer the option when I tell them im traveling with kids; for some others I've specifically had to ask if they offer the family discount on a second room for the kids, at which point they say that they do. So far all of the properties I've checked in Europe and Asia have been willing to offer the 50% off, but I'm usually not traveling at peak times.
