There may be capacity, but how many tourists actually travel via other European destinations to the UK? One cannot assume that all the possible seats Japan-Europe-UK are sold as that routing, rather than a mixture of Japan-Europe(-other Europe) and intra-Europe.

It also may well be cheaper to go via Europe than direct. Neither JAL or BA are the budget option.
