we rent cars at MUC very often for work in the area and Budget/Avis at MUC are the absolute worst anywhere in the world for spurious "damage" charges. Avoid, even if they seem cheapest.

One thing to remember - all the rental car companies in Germany are a LOT stricter about damage than in the US. Basically, when you pick up the car, go over it closely, and make sure any damage that you'd note if you were picking up a new car from the dealer is noted on the damage form.
We rented a van last month out of MUC via Avis. No problems. I did notice on return, however, that the agent spent an unusually long time inspecting the van. "Okay, everything is fine," he assured me. I remember thinking that I didn't realize there would be any drama with his inspection. Avis returns in the USA never involve that much inspection, in my experience.
