Lost unchecked bag

Wasn't sure whether to post this in here or Iberia as flight was booked through BA but operator was Iberia.

My parents who live in Spain flew over today from Madrid. As they were boarding, a member of crew at the gate was offering to put bags in the hold as there was limited space on board. My father took them up on this and was given a tag. My mother was not aware of this transaction which is now contentious as not intending to check the bag in, it did not have the usual identifying tags attached and also contained new items of clothing she did not want to lose.

Said bag did not make it to Heathrow and as it's before they boarded, it may not have made it onto the plane. It's been reported and checking online hasn't been located yet.

As I said there are not identifiers or tags on the outside of the bag though there may be something inside which makes it more difficult to match to owner if the tag has come off.

As the bag wasn't technically checked in but just taken by the staff, does that make the situation more problematic in terms of compensation and also locating it.

I've suggested they follow with a call tomorrow but not sure what else they can do and what their rights are.
