You can email [email protected] and I expect that someone there must be able to deal with your request in English. I think in France there are official ID cards for handicapped people that can apply here, but if you don't have one of those it may not matter. I don't know much about the subject though so it's best to contact the SNCF Handicap (Access Plus) by phone or email.
