SQ does have laksa, but it's consistently terrible. The plus is that it's open until 12:30am or 12:45am. You could always try both as they're close to each other.
As a side note, their seafood pancake and beef dish they serve for their ICN flight is quite good but that is during the early afternoon hours.
In addition to UA and SQ, there's also the EVA lounge too. Never been so can't comment.
