I find I only get that if I call in and an agent specifically sends it to me. Don't have enough data points to prove it though, and at least 3 of my GUCs have gone to the gate/didn't clear before DoD.
I JUST got the "your upgrade has been confirmed" email this morning, more than a week after my GUC cleared, and 4 days prior to departure... Glad I didn't wait to pick seats o.O
