Definitely call in armed with the most up to date online availability. The fee should be waived for something that cannot be done online, though sometimes I've had to argue this, and once had to call back to get another agent. Good luck!
Officially the distinction is that they will waive the fee if something should be possible on the website but isn't working. Open-jaw awards aren't available on the website so the fee should be charged, but you might get lucky.
