The best option, in my opinion, is to call Expedia. Now, it may not be possible to do with an OTA (QR in-house certainly can), but ask for the Reservation to be split between you and the other family members.
If they are able to do it, you will simply No-Show, and your family will be able to travel normally. There will be no link between them and you, so no penalty fee payable.
I don't understand the logic behind that. He already payed for his ticket and just decided not to use it and to loose it. Why other passengers on the same PNR should pay a No Show fee which means give more money to the airline for a ticket which would never be used or changed or refunded ???
