The thread started in '14, not '04. You seem to have gotten a bad agent who doesn't know what they are talking about. Unfortunately, this happens. When you pay 50% of published rates, you are certainly on a bulk (special) fare and as
WineCountryUA notes, these clearly do not earn PQD.
