From what I read here you are right to say 'supposed'. It seems to be somewhat discretionary and also varies by location. Until we get a definitive answer, I wouldn't assume that the agents in PHX will through check any bags.

So I'd plan on either doing HBO or ensuring I have time to collect, transfer and recheck at LHR.
