Tourism in Paris seems to be down now (I was able to get CDG-EWR Business Class award seats 5 days out which never happens in July) so the chances of upgrade and other benefits for Plat is better at PH Paris than Milan. I was in PH Milan and got no upgrade of any kind as a Diamond in July.
