There is also a rare case where a country would issue a of "passport" to citizens of another country. Think a Spanish citizen getting an Emergency Travel Document from the German Embassy. Similar exceptions exist for refugees, stateless people etc. Most of those documents issued to non-citizens are not called passports however.
