This doesn't surprise me at all. I've been looking for a wheeled tote for months, and no matter what the manufacturer's claimed measurements are, once I get the bag home and measure it, even when empty it's not even close to fitting in a sizer. I think I've bought and returned 8 bags now.
At this point I would be very inclined to take a measuring tape along when shopping for a rollaboard.
