That offer expired May 27, if I recall. Did you apply before or after the 27th?

If it was before, make sure you call back and escalate if necessary. Also I might be wrong but I'm quite sure the RFD offer was 10,000 bonus points for having an account in good standing for 90 days, not $1000 spend.
