Europe is a very big place, just because in the Netherlands CCs are not usually used, doesn't mean at all that this is the case in the 50 or so countries that are traditionally considered to be in Europe.
The OP is distinguishing between continental Europe. (everything but the UK and Iceland, really) and the continent of Europe, FYI.
