It seems like the hotels were dead when I was there. Most recently my upgrades were to a pool view at a couple of properties in the Phoenix area, some executive floor upgrades on Sunday night stays at a couple of Hilton properties, and one jr suite on a late arrival on a Saturday night that was not preupgraded at a DT. These are all US properties. It seems the hotels were so empty that they had these leftover even after processing people that arrived before me.
