And how do they get to 17% tax? Indiana has 7% sales tax plus 4% rental car tax. Whence the additional 6%?

I'm not complaining about the total. I'm simply trying to comprehend what's what. Anyone here now?
The Customer Facility Charge is the pass-through of a $4 per-day charge levied by the airport. The Concession Recovery Fee is a pass through of the 10% concession fee charged by the airport (it's 11.11% because they have to pay a 10% airport concession fee on the Concession Recovery Fee, which adds another 1%, and then the concession fee on top of that 1%, etc.).

As for the sales tax, there's the 7% tax, the 4% rental car tax, plus a 6% rental car tax from Marion County.
