This is where UA really could have done better. UA uses data mining for everything under the sun to sell you more ancillary services, but in an instance whereby they make a major change to a service involving minors, they could not figure out how to send a notification to their MP members that an important change has been made to the UM rules?
Not everyone who flies an Unaccompanied Minor is a MP member. I would even guess less than half are MP members. (just a guess, no more, don't ask for data to back it up)
